1. PURPOSE OF THE CHARTER

This CHARTER OF SERVICES[1] governs the subjective and objective conditions for the provision of services provided by the Consulting Body PSR & INNOVATION VENETO S.r.l. for the benefit of agricultural enterprises and operators in the sector financed by CSR 2023 – 2027.

2. WHO WE ARE.

PSR & Innovazione Veneto S.r.l. is a Consulting Body recognized by the Ministry of Agriculture, Food Sovereignty and Forestry under Article 6 of the Ministerial Decree of February 3, 2016, operating mainly in the field of consulting to agricultural and agribusiness enterprises. The Consulting Body is registered in the Register maintained by the Ministry of Agriculture and carries out its activities in compliance with the implementing regulations of CSR 2023-2027.

The corporate purpose includes consulting activities in the following areas: agriculture, agribusiness, livestock, forestry, fisheries and aquaculture, and non-agricultural enterprises. Consulting is divided into the areas specified in the following sections of this document.

The Consulting Body operates throughout the Veneto Region, making use of operational offices located in all provinces and a team of highly qualified consultants who can effectively respond to the needs of businesses in terms of increasing profitability and environmental sustainability.

3. FUNCTIONS

The Consulting Body, selected by the Veneto Region to implement the consultancy funded by Intervention SRH01 of CSR 2023-2027, pursues the objective of promoting and disseminating knowledge, innovation and digitization in the agricultural sector and rural areas by facilitating access to research results, innovation, knowledge exchange and training.

Advisory services make use of advanced technological tools that facilitate communication between the body and businesses, ensuring timely exchange of information through digital platforms (apps), QR codes and other applications. In addition, businesses can access in-depth and informative materials at the equipped operating offices, as well as telephone contact points and dedicated counters.

Consulting services are aimed at identifying and solving specific problems, as well as enhancing business development opportunities, based on data collected by qualified and continuously trained consultants.

The user will receive up-to-date information on advisory pathways through the website, social profiles, and a monthly newsletter service, which will contain updates related to the Common Agricultural Policy (CAP) and CSR 2023-2027 of the Veneto Region.

The advisory paths will be the subject of timely information by accessing the website and social profiles, through the Newsletter service that, on a monthly basis, will report the main news with respect to the topics being advised. The Newsletter will also report updates with respect to the CAP and, specifically, to the Veneto Region’s CSR 2023-2027, with particular attention to the possible repercussions on the areas of counseling activated by our body.

5. QUALITY OF SERVICES

The Consulting Body PSR & Innovation Veneto S.r.l. guarantees high quality standards through the use of state-of-the-art telematic and technological tools. Over the years, it has gained a consolidated experience in the provision of consulting services, having already successfully completed activities related to the 2014-2022 RDP calls, involving more than 10,000 agricultural enterprises and carrying out about 30,000 farm visits on the regional territory.

The Body’s work is based on a relationship of trust with users, ensuring transparency, reliability, and protection of the confidentiality of the information provided, as well as compliance with the stipulated execution time.

6. PRESENCE IN THE TERRITORY

The PSR & Innovazione Veneto S.r.l. Consulting Body ensures a widespread presence throughout the Veneto Region, with eight operating offices located in the different provinces.

INFORMATION ROOM

In addition, at the offices in Mestre (VE) – via Torino 180/A 7th floor – and Monselice (PD) – via Piave 6/B int. 2, there are information rooms for users, which adhere to the same hours as the operational office.

In the halls, it will be possible to consult trade journals (“Informatore Agrario,” “Terra e Vita,” and “Informatore Zootecnico”) and publications pertaining to the following subjects: agronomy, herbaceous crops and horticulture, plant pathology, agricultural mechanics and mechanization, animal husbandry, agricultural industries, agricultural valuation and economics, arboriculture (general and special), agricultural law and legislation, and rural construction.

7. HUMAN RESOURCES.

Consulting services are provided by a team of highly qualified professionals who are constantly updated and trained in their respective areas of expertise in order to provide support tailored to users’ needs.

8. USER COMMITMENTS

The user signs with the Counseling Body a form of adherence to the counseling pathway, which is necessary for the submission of the project to the Veneto Region under the calls of Intervention SRH01 of CSR 2023-2027. The cost of the service is fully covered by CSR 2023-2027 funds, with no additional charge to the user.

9. USER PROTECTION

PROTECTION OF INFORMATION ASSETS

The PSR & Innovazione Veneto S.r.l. Consulting Body adopts best practices for information security, ensuring:

  • confidentiality, through controlled access limited to authorized personnel;
  • integrity, preventing alteration, unauthorized deletion and accidental damage;
  • availability, ensuring continuity in data access;
  • access control, with authentication mechanisms to ensure an adequate level of protection;
  • Protection of privacy, in accordance with current regulations.

PRIVACY PROTECTION

The Consulting Body declares that it operates in full compliance with EU Regulation 2016/679 (GDPR) and Legislative Decree 196/2003, as amended by Legislative Decree. 101/2018. All processing of personal data is carried out exclusively for advisory purposes and in accordance with the legal bases provided by the current legislation. Users have the right to access their personal data, request its rectification or deletion, and object to its processing in the manner provided by the GDPR.

The exercise of rights is, in principle, free of charge to the data subject, but there may be exceptions. It is up to the Data Controller to assess the complexity of the response to the data subject and to determine the amount of any fee to be charged, but only if the requests are manifestly unfounded, excessive or even repetitive (Art. 12(5)), or if multiple “copies” of personal data are requested in the case of the right of access (Art. 15(3)). In the latter case, the holder must take into account the administrative costs incurred.

Feedback to the data subject as a rule must be given in writing, including through electronic means that promote accessibility. It may be given orally only if the data subject himself requests it (Art. 12(1) and Art. 15(3)).

COMPLAINTS

A user who has mandated the Advisory Board has the right to file a complaint in the event of any inefficiencies encountered. The complaint must be sent by registered mail A/R to the address: Consulting Body “PSR & INNOVAZIONE VENETO S.R.L” via Torino 180, 30172 Mestre -Veneto, or by PEC to consulenzapsr.veneto@pec.coldiretti.it.

In this communication, the following must be specified:

– The conduct complained of and the date thereof;

– The person to whom the dysfunction is imputed;

– The reasons for the complaint and the documentary and evidential evidence of the dysfunction;

– the required remedies.

However, judicial protections under the law are unaffected.
